English The humanitarian response is based on four main principles, namely independence, humanity, neutrality and impartiality. These principles are at the core of the response of non-governmental organizations to any crisis. Following these principles, non-governmental organizations (hereinafter NGOs) continued to offer humanitarian aid to fragile populations during the COVID-19 lockdown. However, the environment in which those organizations evolved have drastically changed with the pandemic. Because of its global scale, the COVID-19 crisis had an economic, political, sanitary and security impact. Besides, the COVID-19 crisis was very much emotional as all citizens were to some extent affected by the virus. It is in this new context that NGOs had to coordinate their humanitarian response. Each organization faced various difficulties having an impact on its activities. This work aims at showing the coordination issues the lockdown created and how it impacted the humanitarian response. NGOs had to face diverse challenges such as movements restrictions, sanitary measures to put into place, reduced scale of operations and lack of human resources and material. Some of them have also seen a decrease in funding and their relationship with their stakeholders deteriorated. Besides, assessment and evaluation of the needs had become more difficult as access to the field was reduced following governmental measures. One of the main challenges for NGOs has been to preserve their own interests as well as the ones from the most vulnerable as governments had significant decision power over the crisis. The shift to online communication fostered digitalisation but created difficulties for in-depth exchanges. One solution for NGOs to those coordination issues is to focus on improving the agility and proactivity of their organizations enabling them to be more efficient in their response and to be able to forecast the evolution of the crisis. Another key point is to foster collaboration between NGOs during a global crisis as pooling resources and capabilities together can fasten the response. Lastly, NGOs should be able to set priorities, more specifically, to determine life-saving operations so as to allocate resources, material and fund to the appropriate operations.
